NCR Master Plan 2041 Draft Points Peripheral Cities Toward Transit-Led Growth

New Delhi: The draft of the National Capital Region’s next regional master plan, reviewed by The Realty Standard, allocates future growth along transit corridors rather than city rings — a structural shift that would tilt new land development toward peripheral cities with rail and expressway connectivity.

The draft, prepared by the regional planning board, identifies eight growth centres for intensified development through 2041, anchored on completed or funded infrastructure: the western orbital, the Delhi-Meerut corridor, the Delhi-Jaipur axis and the southern freight bypass among them.

What distinguishes this cycle from earlier plans is the employment condition. Land-use allocations in the draft are weighted toward centres that can demonstrate job creation — industrial parks, logistics zones, institutional campuses — rather than residential belt expansion that merely exports commuters to the capital.

Developers have begun pre-positioning. Land aggregation activity in the identified corridors rose sharply in the last two quarters, with plotted development and logistics parks drawing institutional capital that had previously concentrated on city-centre assets.

State governments inside the region are expected to align their own master plans with the corridor logic, and the first municipal-level amendments may surface as early as the next financial year.

Critics of the plan note that transit-led growth depends on the transit actually arriving. Several of the corridor projects the plan leans on are funded but not yet built, and delivery slippage would push the 2041 horizon, as it has before.
